Description |
Critical patriotism is an ideal in many liberal Western nations. Few studies, however, explore how teachers understand and teach critical patriotism and the possible tensions arising from its adoption, especially in non-Western contexts. This qualitative case study explores the understandings and practices of two Social Studies teachers from an elite girls' school in Singapore to understand how they negotiate the tensions that arise when critical thinking and patriotism meet. The findings show that the teachers perceive little contradiction between patriotism and critical thinking and, hence, generally taught in line with democratic citizenship education. They encouraged students to discuss controversial policies, brought in diverse perspectives and challenged the status quo. However, sensitive to the socio-political context in Singapore, they sought consensus instead of contestation, gradual change instead of radical change, in contrast to the spirit of critical patriotism. These findings suggest that in Singapore, where communitarian values are promoted, critical patriotism was expressed differently. Constructive patriotism may be a better term to describe the type of patriotism observed in the teachers. |

Abstract |
Literature suggests that state–market relations in Asian transnational education appear as a hybrid of economic socialism and economic liberalism as well as of supra-territoriality and sovereignty. Such a notion of hybrid focuses on how Asian states manage the struggles over the meaning and value of higher education, thereby addressing various ways in which states participate in neoliberal globalisation. This paper argues that Asian states’ higher education policy choices are restricted by local politics and the resulting policy agendas. This argument explains the paradoxical situation that Malaysia continuously encounters when developing its regulatory regime to govern transnational education. The argument also illuminates the recalibrations that appeared in the transnational education policies of Singapore and Hong Kong. The paradox and recalibrations reveal how a political perspective on transnational education is important to understand Asian states’ responses to globalisation in higher education regardless of the nature of their regulatory regimes. |

Abstract |
In this paper, the Singapore school calculus curriculum at the upper secondary and the pre-university levels is examined in the light of the Singapore mathematics curriculum framework. Three key features of the calculus content are discerned: (1) an intuitive approach to calculus supported by the use of technology; (2) an emphasis on techniques; and (3) an emphasis on procedural over conceptual knowledge. Following that analysis, a review of the performance of a group of pre-university students on selected calculus tasks in a calculus survey prior to and after their learning of pre-university calculus is discussed. The students’ performance in the survey shows that many students did not visually identify calculus concepts that were studied procedurally. They demonstrated a lack of conceptual understanding of the calculus procedures. This study suggests that the partial calculus knowledge acquired in the early upper secondary levels might not necessarily facilitate the acquisition of a more complete concept at the pre-university level. Furthermore, the students’ procedural knowledge of calculus did not seem to develop their procedural fluency or flexibility. |

Abstract |
Empirical policy analyses have hitherto largely focused on how formal institutions and agents (such as schools and ministries) formulate and enact policy. Less considered is the role and perspectives of families in mediating education policy. This paper discusses the importance of viewing families as not only policy subjects, but policy actors who play important roles in negotiating education policy reform. In the Singapore context, as in many contexts, there has been a growing policy emphasis on developing higher-order critical and innovative thinking to equip young people for the global knowledge economy. However, it is at the socio-economic margins of society that policy ideals tend not to map out as policymakers expect. We draw on in-depth interviews with low-income families–analysed using a governmentality perspective–to understand how families navigate Singapore’s policy landscape, particularly its growing emphasis on higher-order competencies within a neoliberal, performative, high-stakes education system. The paper concludes by elaborating on equity implications arising from this analysis. © 2020 Informa UK Limited, trading as Taylor & Francis Group. |
