Description |
This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants are culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. Civic Multiculturalism in Singapore will be of interest to students and scholars of multiculturalism, critical citizenship studies, migration studies, political theory and postcolonial studies. |

Set within the context of growing political pluralism and the increasing use of new communication technologies for social mobilisation, the Institute of Policy Studies organised a national conference on civil society in November 2013. This collection of the essays that were presented at or inspired by the conference provides nuanced analyses of the development of the sector in Singapore since the Institute's first such conference held in 1998. The first section of the book discusses the different philosophies and approaches that underpin how civic activists engage with the State; the second section examines some key forces of change that are re-shaping the sector; and, the third section sets out some emerging issues facing it. Combining insights from experts and civic activists themselves, this book proposes an agenda for the future development of the civil society in Singapore. |

Abstract |
This article looks at the reasons the People’s Action Party (PAP) secured its decisive victory in the 2015 general election. The discussion examines the impact of the campaign and pre-election period on voting behaviour. While the opposition’s performance before and during the campaign reactivated its core supporters, the PAP’s control of the political narrative, rejuvenation of its grassroots machinery and effective use of resources provided an advantage that was instrumental in their electoral success. Most Singaporeans had decided how they would vote before the campaign began. Despite perceptions that the election was about the economy and the nationalist rhetoric associated with Singapore’s 50th anniversary and the passing of statesman Lee Kuan Yew, the argument in the paper suggests that the 2015 election provides insights into the breadth of clientelist politics in Singapore and how important state patronage and the control of the state are for holding on to political power in the city-state. |
